The decision to consider more punitive measures comes after Iran failed to meet a weekend deadline to respond to an incentives package. The country's leadership had been given two-week deadline to accept or reject a package of economic incentives in return for curbing its uranium enrichment. Tehran says it will provide a written response to the offer on Tuesday.
